Logistics software incentives 2026: voucher, Nuova Sabatini and iperammortamento

Three instruments open in 2026 for warehouse, fleet and transport software: the MIMIT voucher, the Nuova Sabatini and the iperammortamento. What each one funds, with which deadlines and with which constraints on the supplier.

Among Italy’s national measures for 2026, three concern the software of a transport or logistics company. The Voucher Cloud & Cybersecurity from MIMIT (the Ministry of Enterprises and Made in Italy) gives SMEs up to 50% of their expenses, at most €20,000, with applications from 10 November 2026. The Nuova Sabatini subsidises bank loans from €20,000 to €4 million. The iperammortamento (enhanced depreciation) applies until 30 September 2028.

Logisticamente has lined them up together with the measures for training in road haulage. Here we keep the three that concern buying software, read from the MIMIT texts and from the law.

Who can apply for the Voucher Cloud & Cybersecurity 2026, and how much is it worth?

SMEs and self-employed workers can apply, for a non-repayable grant of up to 50% of eligible expenses and at most €20,000. The voucher has a budget of €150 million and is granted under de minimis. The spending plan cannot be below €4,000.

There is one condition that comes before the others: the voucher only pays for products and services from suppliers on the Ministry’s list, defined by the decree of 29 July 2026. Anyone who already has a trusted supplier should check that it is on it. dotenv is among the registered suppliers.

When is the MIMIT voucher application submitted?

Submission is open from 12:00 on 10 November 2026 to 12:00 on 20 January 2027. Before that there is a pre-filling stage, from 12:00 on 20 October 2026. The dates are set by the directorial decree of 4 August 2026.

What does the voucher fund?

It funds cybersecurity hardware and software, infrastructure (IaaS) and platform (PaaS) cloud services, and some families of cloud software (SaaS): accounting, human resources management, productivity and workflow management systems (ERP), including with artificial intelligence, CMS and e-commerce, CRM.

You can buy, subscribe, or do both together. With direct purchase alone the plan lasts at most 12 months from notification of the grant. With a subscription, the subscription must last at least 24 months; if it lasts longer, the eligible expenses are those of the first 24. Configuration, monitoring and support count up to 30% of the plan.

Some expenses are left out:

  • products or services with performance similar to those already in use;
  • extending a licence the company already has, or adding seats;
  • version upgrades that do not bring a substantial improvement.

If you have a management system and only want more users, the voucher is no use.

Does the voucher fund a WMS or a TMS?

The MIMIT text does not name them. Among the eligible families of software there is no software for the warehouse or for transport, and Logisticamente puts it this way: “The eligibility of any logistics management software, such as WMS or TMS, is therefore not automatic.”

That does not mean they are excluded. Anyone who wants to use the voucher for warehouse software has to check two things with the supplier: that the product falls into one of the families provided for, and that the supplier is on the list. Does the Nuova Sabatini 2026 cover software?

Yes: among the SME investments that the Nuova Sabatini supports, alongside machinery, equipment, plant and hardware, there are “software and digital technologies”. The 2026 Budget Law (Legge di Bilancio 2026) refinanced it with €650 million for 2026 and 2027.

The bank grants a loan of between €20,000 and €4 million. The Ministry gives a grant equal to the interest calculated over five years at 2.75% for ordinary investments and at 3.575% for 4.0 ones. As at 14 September 2026 the available resources were €1,198,817,148.59.

The conditions are written precisely. The assets must be new, functionally autonomous, and linked to the company’s productive activity. Used or refurbished assets are not eligible, nor are expenses attributable to “assets under construction and advances”. How these apply to software developed to order is a question to ask the accountant before signing.

Does the 2026 iperammortamento apply to logistics software?

Yes, if it is the software described in Allegato V (Annex V) of law 199/2025, the list of eligible assets. Under letter bb) there are “software, platforms and applications for the management and coordination of logistics with a high integration of services (for example factory logistics, handling, shipping, supply chain)”. Under letter z), “supply chain management systems aimed also at drop-shipping for e-commerce”. The text is in Allegato V of law 199/2025, published in the Gazzetta Ufficiale.

The iperammortamento applies to investments made from 1 January 2026 to 30 September 2028, by all resident companies, of any sector and size. It is an increase in the cost of the new assets in Annexes IV and V, valid for tax purposes only, and not a tax credit.

Being named on the list is not enough. The asset must be interconnected with the company’s production management system or with the supply network. Notifications are made on the GSE platform, and the investment has to be proven with a sworn technical appraisal (perizia tecnica asseverata) and an accounting certification. How much the increase is worth for a software asset in Annex V should be asked of the accountant: we do not give rates here.

Voucher, Sabatini or iperammortamento: which one concerns a management system?

For cloud and cybersecurity in one of the families provided for, from a supplier on the list, the voucher. For software bought with a bank loan, the Nuova Sabatini, if the asset meets its conditions. For logistics software interconnected with the production management system or the supply network, the iperammortamento.

To use more than one, Logisticamente reminds you to check the conditions for combining them. It is worth clarifying this before choosing the supplier: the voucher decides who can be one. The iperammortamento requires interconnection, which is a requirement of the project and has to be put in the scope of the work from the start.

How do we work on software for vehicles and the warehouse?

Starting from the problem, before the product. What a telecommunications operator, with 15 vehicles in service, brought us was this: “Fifteen vans with hundreds of spare parts on board, and nobody knew what was on which.”

In the article on fleet management software we explained why that problem could not be solved with a management system that starts from the vehicle. The system we built uses UHF RFID readers, IoT devices and a tablet app; four people worked on it for eight months.

On every van there is a reader, on every spare part a tag. The office can see at any moment which parts are on board which vehicle and which are in the central warehouse. The technician knows what to load before setting off; if the reader can no longer find a part, they get an alert. And when a spare part is missing, the software shows on the map the nearest colleague who can help. Jobs are managed from a cloud web platform, and the technicians carry them out from the tablet.

Where do you start?

From the problem, written down before looking for the measure: what is lost today between warehouse and vehicles, which systems the new software should talk to, who will use it every day. With that description you can tell whether an off-the-shelf service is enough or whether you need software built around the company’s work.
