Voucher Digitalizzazione PMI Lazio 2026: requirements, amounts and deadline

The Regione Lazio call for the digitalisation of SMEs: who can apply, how much each intervention is worth, what it covers for e-commerce and cloud migration, deadlines and rules on the supplier.

The Voucher Digitalizzazione PMI 2026 (SME Digitalisation Voucher) of Regione Lazio is a non-repayable grant for SMEs with an operating site in Lazio. The application is submitted on GeCoWEB Plus from 12:00 on 30 September to 17:00 on 29 October 2026. The grant is a fixed sum per intervention, from €14,000.00 to €150,000.00 per project.

Who can apply

An SME registered in the Registro delle Imprese (Companies Register), with an operating site in Lazio where it carries out an activity that is not among those excluded. This is stated on the call page of Lazio Innova.

A company that has already obtained a voucher from previous editions is excluded, unless by the date of the application it has already requested payment of that grant. Even in that case it cannot again request an intervention of the same type as the one already funded.

How to apply and what the deadline is

Online only, on GeCoWEB Plus, digitally signed by the legal representative: sending with the “Invia domanda” (Send application) button is done between 12:00 on 30 September and 17:00 on 29 October 2026. The form can be filled in before the opening. The budget is €15,000,000.00, from the Programma Regionale FESR Lazio 2021-2027 (Lazio ERDF Regional Programme 2021-2027), and the notice was published in BURL (the Lazio Region Official Bulletin) no. 77 of 24 September.

How much the voucher is worth

The voucher ranges from a minimum of €14,000.00 of grant per project to a maximum of €50,000.00 for a micro enterprise, €100,000.00 for a small one and €150,000.00 for a medium one. It is non-repayable, under de minimis, and for each type of intervention the notice sets an amount, which is received in a single payment, as a balance, without reporting the expenses incurred: you certify that the intervention has been carried out.

Which interventions the voucher funds

There are five interventions:

  • A. Diagnosi Digitale (Digital Diagnosis)
  • B. Digital Workplace, that is applications for individual productivity: €2,270.40 each, at most one per employee
  • C. Digital Commerce & Engagement: e-commerce, customer management platforms, integrations
  • D. Cloud Computing: migration of business applications to the public cloud
  • E. Cyber Security

Micro enterprises cannot request the Diagnosi Digitale or Cyber Security, and attach a Relazione sulla Digitalizzazione (Digitalisation Report). Small and medium enterprises must submit an ex ante Diagnosi Digitale, written by an Innovation Manager, and a project made up of the diagnosis alone is not admitted.

Does the voucher fund an e-commerce site?

Yes, with intervention C, Digital Commerce & Engagement. The grant is €4,954.80 for a micro enterprise, €8,125.20 for a small one, €15,873.60 for a medium one. For a micro and for a small enterprise, on its own, it does not reach the €14,000.00 of the minimum project: it has to be combined with other interventions.

The intervention must include three services together:

  1. the platforms to build from scratch, or rebuild entirely, a digital channel: the notice cites digital commerce platforms, customer support and management platforms personalised via web, mobile app and social media, integration with third-party platforms and with logistics and distribution providers;
  2. the internet domain, with the SSL certificate;
  3. professional services: technical design, configuration and customisation of the solution, verification that it works, and administration and support for 36 months.

The platforms must be in IaaS or PaaS mode, and the notice says so in brackets: “solutions based on a software package delivered in SaaS mode are excluded”. Both are paid for by subscription. The notice does not explain the difference; as we read it, with SaaS you rent ready-made software, with IaaS and PaaS the infrastructure on which a platform configured for the company runs.

Can an existing e-commerce site be rebuilt?

Only if it was built more than three years before the date of the application. Each of the three services must be newly adopted by the company, or replace a solution that is more than three years old. If even a single purchase is a renewal of a service that already existed, the grant for the intervention is not awarded.

Which expenses the voucher covers for e-commerce

The fixed sum for e-commerce covers the platform subscriptions, the domain and the professional services, and is calculated over 36 months. Excluded, among other things, are hardware, connectivity, advertising on the platforms, fees on electronic payments, texts and images, training. What the sum does not cover may be the subject of other aid.

Does the voucher cover migrating the management system to the cloud?

Yes, with intervention D, Cloud Computing, if the management system or application currently runs on the company’s own servers. It applies to companies of any size.

The grant is per virtual machine migrated, at most one for each of the four types:

The services allowed include the design of the migration and of the target infrastructure, and “re-engineering and testing activities aimed at the migration”. Excluded are applications that are already in the cloud, in SaaS, IaaS or PaaS, and client applications. A program built for an on-site machine sometimes has to be modified before it can move, and that is why re-engineering is among the services.

When the interventions must be carried out

The interventions must be completed within 6 months of the grant being awarded, and the payment request must be submitted within the same deadline. All of them, except the diagnosis, start after the date of the application, or after the signing of the ex ante Diagnosi Digitale if that comes later.

Software and services paid by subscription, SaaS, IaaS or PaaS, must be covered by contracts of at least 36 months from activation.

Is a single supplier required?

For professional services, yes. Each intervention has a single party that provides them: design and configuration of the same platform are not split between two firms. For micro enterprises the rule is stricter. Even with several suppliers, whoever handles design, configuration and verification must be the same for all interventions, and signs the final part of the Relazione sulla Digitalizzazione, certifying that what was supplied, configured and installed is compliant.

Does the order in which applications arrive count?

No. Once the window closes, Lazio Innova ranks the projects by score, from the highest to the lowest, with the score that the company itself states in the form according to the selection criteria. The assessments start in that order until the funds run out.

What to ask the supplier before the application

Is the platform a SaaS package or does it run on IaaS or PaaS? For e-commerce SaaS is excluded.

Is what exists today more than three years old? If the service already exists and is more recent, rebuilding it is not enough.

What is ready by the sixth month? A list of features, with what exists at the payment request.

For the migration: what needs modifying? An application written for the office server may need work before it can move, and that work belongs in the scope.

Examples of platforms like those in the call

For a metal recovery operator, the buying and selling of scrap went through the telephone and spreadsheets. We built a B2B marketplace where only accredited companies buy and hauliers quote for orders, in 14 months with 5 people. For a provider of APIs for electronic invoicing, where no customer of the service could see the status of their own invoices and every question became a ticket, we made a dashboard in React and APIs where customers see it for themselves: 3 months, 2 people.

Neither was funded by the voucher. They resemble the platforms that the notice lists: digital commerce, and customer management via web.
